Development Consultant (under contract for services)

Education: Master of Philosophy in Land Economy and PhD in Architectural and Urban Studies, St.Edmund's College, University of Cambridge. MBA, University of Western Ontario. Bachelor of Architecture, Carleton University.

Background: He has been involved in the creation of seniors housing and care facilities since the early 1970s, through a variety of organizations, including Sheltercare Management Consultants, Elfield Development Strategies Limited, The Lutheran Housing Ministries Office, and The Retirement Resource Group of Metropolitan Toronto. He is also an associate and part owner of Cambridge Architectural Research Limited, an international research and consulting organization with its main office in Cambridge, England.

Experience: He has participated in a variety of initiatives relative to buildings and land, and has managed the development and redevelopment of retail, industrial, office, and other forms of housing, as well as seniors housing.

With Cambridge Architectural Research he has undertaken extensive research for the UK Department of Trade and Industry in the areas of sustainable development within the context of an older building stock, and into development decision-making. A book, (New Generation Whole-Life Costing, Property and Construction Decision-Making Under Uncertainty (2006) Ian Ellingham and William Fawcett, London: Spon Publishers), based on this research, will be available in April.

SUMMARY OF SIGNIFICANT DEVELOPMENT PROJECTS

Managed the development and transition to operational phase of over twenty-five housing projects, as well as office buildings, retail, and subdivisions. Undertaken commissioned research for private, community, and government clients.

In working with community-based clients, a complex role is filled, which varies with the objectives and style of each organisation. In most cases the role includes a long-term educational and organizational process, bringing a group to the stage at which it can make informed decisions, as well as implementing the project sponsor's decisions.

For most projects, comprehensive services were provided, working with the sponsor from initial organisation, through determination of project objectives, market research, land acquisition, interviewing and hiring of other project consultants, dealing with planning matters, design and financial programming, acquisition of funding, negotiation with various government bodies, advancing of funding, through to setting up ongoing operations. For some projects an ongoing involvement has continued, as projects evolve to meet new market conditions and other managerial challenges.

Seniors and Family Housing ·

  • Stay At Home In Leaside, East York, Seniors life-tenure project in East York (Toronto) with 18 units. SAHIL previously created Leaside Gate condominium. Completed 1999 in conjunction with Gibson & Associates.

  • Momiji Seniors Residence, Scarborough; Undertook management of the development, including acquisition of government capital, operating, and support services funding for this project offering 133 apartments, community amenities, and support services to Japanese-Canadian seniors. Project was completed 1993. ·

  • Lutheran Homes Niagara, Niagara Falls, Ontario; Managed the funding and development of this low rise project offering 65 units for seniors, singles, and families. Completed 1993.

  • Suomi-Koti, Toronto Finnish-Canadian Seniors Centre, Toronto; Consultant for this project between 1984 and present. In 1986 we completed 88 seniors apartments, 8,000 square feet of community space, and 10,000 square feet of commercial space. Managed funding and development of a 39 bed Nursing Home addition on existing roof completed November 1992. Ongoing responsibilities for special management issues, financing, and operations of commercial space to present.

  • Faith Lutheran Villa, St.Catharines; Development consultant. This project offers 25 seniors apartments, 6 family apartments, 4 family townhouses, and 10 units for the physically disabled. Completed 1992.

  • Golden Town Community, Meaford; Development Consultant. Project was built through three phases: Golden Town Manor: 21 Unit Serviced seniors apartment , completed 1985; Albert Place: 25 seniors apartments completed 1991; Victoria Village: 63 family townhouses, completed 1992.

  • Residence Richelieu, Welland; Member of development team for this, one of the last new charitable homes for the aged. Project offered 40 beds for frail seniors and 20 beds for confused seniors. Completed 1989.

  • MennoLodge of Aylmer, Aylmer; Senior consultant for this rural project offering 25 apartments for seniors, agricultural workers, and recent immigrants. Completed 1988.

  • St.Francis Place, Owen Sound; Team leader for this city-centre project offering 72 seniors apartment units, 6 units and support facilities for disabled, and 8,000 square feet of retail space. Completed 1988.

  • Trillium Village, Phase 2, Strathroy; Senior consultant for this 25 apartment addition to existing seniors apartments. Completed 1988. · Parkview Village, Stouffville; Assembled feasibility and programming for 122 seniors apartments and 40 seniors 'cluster' ownership townhomes, attached to existing home for the aged. Apartments and first 16 cluster units completed and occupied 1986.

  • Chateau Village Community Apartments, Parkhill; Senior consultant for this addition of 25 seniors apartments to an existing nursing home, Completed 1985.

Special Purpose Housing ·

  • Participation Lodge - Grey Bruce - Phase II, Holland Centre; Project leader for addition of 14 hostel units for physically challenged adults to an existing facility. Project completed 1989. Obtained funds for retrofitting of mechanical systems for energy efficiency, utilising government sources, 1992-93.

  • Tanguay Place, Welland; Managed funding and development of group residence for the physically disabled, Completed January 1987. · Parkhill Girls' Home, Parkhill; Managed funding and development of this fifteen bed residence for girls in trouble with the law. Completed 1984

  • Trinity Village / St.Raphael's Nursing Home, Kitchener; Initiating team leader for the acquisition of a 150 bed nursing home and associated 11 acres of developable land by the Lutheran Church, Purchase closed 1993. Market research and feasibility studies for future project development. · Hanover Seniors Housing Project; Assistance in project reorganisation following financial failure of contractor. 1995.

  • Eva's Place, North York; Shelter for troubled youths. Assisted group in architect selection process. 1991.

  • Leaside Park, East York, Ontario; Member of team which prepared design program, assisted in the development of the design, and undertook marketing of 150 apartment senior citizens condominium Completed 1990.

  • St.George Mews, Toronto; Member of marketing consulting team for this building offering 72 senior citizens condominium apartments. Building was split vertically with the other part forming a hotel. Completed 1990. · Grey-Owen Lodge, Markdale: Undertook research and prepared feasibility studies for redevelopment of county-owned home for the aged. 1988-1992.

  • Knole Farms Subdivision, Aurora. Planning approvals for family housing subdivision, 1987. ·

  • Centre ManuVie, Montreal. Development / leasing project manager for eighteen storey office/retail complex in central Montreal. Completed 1982. · A&P Supermarket, Midtown Plaza, St.Catharines. Completed 1977.

  • Expansion of Brewers' Retail Store, Town & Country Plaza, Niagara Falls, Completed 1977.

  • Colour Your World Store, Lundy's Lane, Niagara Falls, Completed 1975. … and extensive refurbishment of various small shops and houses.
